Buying an Executive Condominium

What is an Executive Condominium?
Executive Condominiums or ECs are a public-private housing hybrid catered to middle-income Singaporeans who don’t qualify for an HDB flat due to the income ceiling cap, but still consider private condominiums out of their budget.
When you buy an executive condo during the launch, you’re technically buying a government-subsidised condo from HDB. ECs are built by developers, so they come with fully equipped kitchens and bathrooms, as well as finishings that are comparable to private condos. But as they are considered subsidised housings, they are tagged with HDB rules and there are terms and conditions to follow.
Eligibility and Conditions
Family Nucleus
You will need to qualify for the EC under one of these eligibility schemes:
* Public Scheme
* Fiancé/Fiancée Scheme
* Orphans Scheme
* Joint Singles Scheme
Citizenship
* You must be a Singapore Citizen
* At least 1 other applicant must be a Singapore Citizen or Singapore Permanent Resident
* All singles must be Singapore Citizens if applying under the Joint Singles Scheme
Age
* At least 21 years old
* At least 35 years old, if applying under the Joint Singles Scheme
Income ceiling
* Your household income must not exceed $16,000 income ceiling.
Property Ownership
* You do not own other private property overseas or locally, or have not disposed of any within the last 30 months.
* You have not bought in total more than once: a new HDB/ DBSS flat or EC, or received a CPF Housing Grant before; or, any of these resale properties with CPF Housing Grant.
The Different Types of Scheme available:
Public Scheme
Apply together with the following family member(s):
* Spouse, and children (if any)
* Parents, and siblings (if any)
* Children under your legal custody, care and control (if widowed/divorced)
For divorced parents, you must get written consent from your ex-spouse if both of you share the care and control of your children under the age of 21
Fiancé/Fiancée Scheme
Apply together with your spouse-to-be
A photocopy of your marriage certificate must be submitted to the developer within 3 months of collecting your keys to the EC unit.
No changes to the individuals listed in the initial application are permitted. Adding the name(s) of a new fiancé/fiancée or your parents to the application, even if your former partner consents, is not allowed.
NOTE:
Written parental consent is needed if the spouse-to-be is 18 years old and above but below 21
* That person can only be listed as an essential occupier in the flat application
* Written consent from that person’s parents/ guardians must be submitted during the EC selection appointment.
Special Marriage Licence is needed if the spouse-to-be is below 18 years old
A Special Marriage Licence from the Ministry of Social and Family Development must be obtained following the EC application and submitted during the EC selection appointment.
Orphans Scheme
Apply together with your siblings (those applying) who are orphans and single, i.e., unmarried, divorced, or widowed:
* All of the single siblings must be listed in the same application
* At least 1 of the deceased parents was a Singapore Citizen or Singapore Permanent Resident
Please note that siblings cannot buy or rent flats separately under the Orphans Scheme.
Joint Singles Scheme
Apply together with up to 3 other co-applicants, and all of you are:
* Single (unmarried, divorced, or widowed)
* Singapore Citizens
* At least 35 years old
* Applying jointly as co-applicants
The CPF Housing Grant for singles is not available when buying an EC.
CPF Housing Grants are available for eligible applicants based on household income:
* Family Grant
* Half-Housing Grant (SC applicant only)
Both applicants and any co-applicants must be eligible for the grant at the point of booking the EC.
